New video Card but no difference in Performance...?

Im Editing HD video at a bit rate of 500kbps(lowRES) and it still stutters even after upgrading Graphics cards. Im not sure if I have to change certain settings to my computer to take full advantage of the card or not. My drivers are installed. Im not sure if the 1024MB of RAM on the Card even means anything. Please help, Im editing at the speed of evolution.

Specs

OS: windows XP 32bit

New Video Card: Nvidia Geforce250(1024MB Ram)

RAM: 3GB(2GB For Applications)

Processor:AMD 64 X2 Dual core at 2.19GHz|||Editing and compiling HD video has more to do with your CPU than your graphics adapter.

A 2.19GHz X2 is an older, slower CPU. If you want faster, then get a faster CPU.
