Video card overheating at 46'C, is this normal?

First of all, I will never, ever buy another video card from BFG Tech again. I'm extremely unhappy with the performance that i've had from both of their cards.

I bought a BFG Tech GeForce 8400 GS about 2 months ago. It overheated constantly and gave me bad artifacts and blocky, bright colors. A few days ago, when the overheating would happen, the GPU temp was at 66'C. So I bought a PCI fan, I have the side of my PC off, and I have a desk fan blowing on HIGH directly on the card. Dropped 20'C. I'm gaming just now, and I get the extremely bright pixilated colors found in the link below.

WHAT CAN I DO TO FIX THIS!? I have already waited 2 weeks and went through their RMA process, the last card overheated so much that it stopped working. Now 1 week into this new card, and i'm getting it daily. I just ordered http://www.newegg.com/Product/Product.as… off eBay in hopes to fix this.

BFG Tech 550 W PSU

Specs on card:

Stream processors: 8

Core clock: 567 MHz

Memory interface: 64-bit

Memory: 512 MB

Video BIOS version: 62.98.29.00.61

Directx 9.0c|||Doesn't seem like it. My Sapphire 4850 HD will get close to 80c and not show any artifacts. Tell customer service your problem and see if you can exchange/return it|||your card is probably defective cause my GPUs run at 46'c on idle
